Who We Are…
was founded in 1963 as a Child Guidance Clinic. As the needs of the community grew, so did West Bergen. To better serve the residents of the surrounding area, West Bergen expanded into a full-range community mental health center serving over 3,000 people each year.
We offer a wide variety of quality programs and services tailored to the special needs of children, families, adults and seniors. Our goal is to provide research-based treatment that will help to improve the overall quality of your life and help you feel better.
We at West Bergen understand that quality of care, as measured by customer satisfaction, is the key to success in healthcare service delivery. Annually, we survey our clients and tabulate our results with the Mental Health Corporations of America (MHCA), who process our data comparatively to similar mental health agencies across the United States. West Bergen has earned from its clients the Nation’s highest score in Client Satisfaction in the years 1998, 2001, 2003, 2004, 2005, 2007, 2009, 2010, 2011, 2013, 2015 and 2016 as measured by the National Data Center of Mental Health Corporations of America.

Chief Executive Officer
Michael Tozzoli, LCSW
Michael began at West Bergen in 2001 as the Administrative Director for West Bergen. In 2005
he was promoted to Chief Executive Officer and now has oversight/management/responsibility for over 200 staff members and operations of the entire agency. Michael heads the Executive Leadership team consisting of the Chief Operating Office, Chief Financial Officer, Administrative Director, Human Resources Director and the Medical Director.
Michael received his Masters of Social Work at Columbia University and his Bachelor of Science at Fordham University. He is a Licensed Clinical Social Worker (LCSW). Michael serves on various County of Bergen Committee’s including the Professional Advisory Committee, Human Services Advisory Committee, and the Division on Disabilities Advisory Committee.
Chief Operating Officer
Lee Schaeffer, MA
Lee started at West Bergen in the Residential Program and held various positions within the agency prior to becoming Chief Operating Officer in 2005. Lee received her Master of Arts at
Hunter College and held various teaching, training and administrative positions before coming to West Bergen.
Lee oversees the Partial Care, Residential and Outpatient services as well as the programmatic and facilities operations throughout the agency.
Chief Financial Officer
Carl Meier, MBA
Carl is CFO at West Bergen and oversees the financial aspects of West Bergen, including the controller, business office and billing office. Prior to joining West Bergen in 2001 he was Vice President for Lutheran Social Services and Director of Finance and Administration for Lutheran Immigration and Refugee Service. Earlier, he was First Vice President and corporate controller for one of the 100 largest public bank holding companies in the US.
A graduate of Babson College with a major in investments, Carl earned an MBA from the Eller Graduate School of Management at the University of Arizona and continued his education with a diploma from the School for Bank Administration at the University of Wisconsin and graduate work at Fairleigh Dickinson University.
Director of Human Resources
Linda started at West Bergen in 1979. She has held various business and supervisory positions throughout her career. In 2005, Linda became Human Resources Director and in 2007 was appointed a member of the Executive Leadership Team. She is responsible for all Human Resource related activities, coordinates employee benefit processes and is well-versed in Labor and HR laws.
Karen began at West Bergen in 2007 and came to us from NYU School of Medicine as a Senior Government Policy Analyst and Marketing Associate. Karen currently oversees Health Information Management, Accreditation, Compliance, West Bergen Support Staff and Information Technology, among other duties.
Karen graduated in 2000 from the State University of New York at Cortland College with a Bachelor of Arts in Political Science and History/Social Studies. In 2008 she was a candidate for Masters in Public Administration at NYU, Wagner Graduate School of Public Service.
Chief Development Officer
Barbara, who is new to West Bergen, came to us from Nayak Hospital where she was Director of Development. She spent 14 years before that as Director of Annual Giving at Montclair State University. Barbara will spend the largest percentage of time on major gift development and solicitation. Other duties as CDO are providing leadership to the Fundraising, Marketing and Public Relations functions of West Bergen.
Barbara graduated from Syracuse University with a BA in English/English Education and is currently studying for her Master’s Degree in Public Relations at Iona College
